JOB LOCATION: Hawthorne, CA
Development, implementation, and oversight of Contracts Management for capital projects. Ensure proper policies and procedures are in place and being executed at the Project level for all assigned projects. Oversee creation and review of contracting plans, negotiation of major contracts, and change management processes.
Responsibilities include but are not limited to:
Advise and consult with Project Manager on Contractual and Commercial Issues
Supervise and Monitor the administration of the Project
Provide development, training, coaching, and guidance to personnel at assigned projects.
Provide training and coaching to Project team members on Company systems and policies.
Ensure proper document control processes on the Project.
Provide for issuance by Project Manager - accurate and timely contractual correspondence
Prepare all Change Orders and Claims and ensure all submissions are in accordance with the Contract requirements
Promote risk-aware environment in which risks are identified and mediated; encourage proactive, instead of reactive, approach to Project Controls.
Ensure a current log of all issues and change orders is maintained on the project.
Ensure accurate issue files for all contractual/commercial issues are maintained on the project
Develop and maintain efficient systems and processes for identifying and capturing any potential commercial issues
Liaise with legal advisors / corporate counsel when required
Liaise with technical staff to review commercial/contractual issues
Works on complex issues and implements solutions primarily through the determination of strategy and executing tasks
Works under limited supervision and has latitude to set objectives, priorities, and timelines in strict coordination with the project leadership.
Coordinate the preparation of Baseline Project Schedule, any subsequent major overhauls and added change fragnets
Supervise the submission of monthly schedule updates to ensure all issues are properly captured and incorporated, where necessary, into the schedule updates.
Ensure timely submission of pay applications and timely follow up to expedite payments
Support the preparation of Baseline Project Schedule and any subsequent major overhauls

Ensure DBE processes are being following in compliance with RailWorks’ DBE SOP and the Project’s DBE provisions.
Provide insight and training as required on all contractual compliance items i.e. DBE, Labor, Buy America, etc.
Ensure that the Project has a tracking mechanisms implemented to track all compliance requirements such as Buy America, DBE, Labor Compliance, Affirmative Action, etc.
Follow up and audit the management and documentation for all compliance requirements periodically.
Ten (10) years’ experience minimum as a Contract Manager or similar role.
Experience with change order and claims management is required.
Bachelor's degree in Construction Management, Civil/Mechanical/Industrial Engineering, Business Administration, Construction Law or equivalent,
Significant experience in the construction / engineering field, especially related to large capital projects
Preferred Certified Professional Contracts Manager (CPCM), Certified Commercial Contracts Manager (CCCM), or similar.
Preferred Certified Cost Engineer (CCC/CCE) or similar.
